Is there software that will batch process and resize image only if they are over a certain width or height?

I’m looking for software to batch process images and resize them if they are over certain dimensions. Or, if the images are small add white space, or increasing the canvas size of the image. I use PhotoShop but it doesn’t apply rules. If I tell it to batch process images and resize them to 500×400 it will increase the size of pictures smaller than that.

If I were you I’d look into the .Net framework GDI+. It’s free from MS and you can download the IDE for free at http://www.microsoft.com/vstudio (express edition of C# or VB.Net). You’d be able to easily write a program which accepted files as input, checked their dimensions and resized them.
